I'm 95% sure that's The Penguin from Batman. And in most depictions he's actually a bit of a monster when it comes to fighting. But sure in that movie specifically.
I thought so, I don't follow movies much anymore these days so there was that tiny bit of room for doubt XD. Was he a beast in that one, or did they make him more of the helpless mob boss that has his henchmen handle all of his fighting? I think they've done both, but Penguin is usually on par with Joker for his combat ability.
It's a Tim Burton movie, so he's a very Burtonesque tragic freak - think Elephant Man type of vibe. He's definitely not the dapper gentleman of the comics/TV show. He's a crime boss who's able to parlay his tragic backstory into political success while trying to execute a plan to punish everyone for his lifelong mistreatment.
He does favor top hats, a monocle, and various umbrellas.
