America has a long history of allowing invalids hold onto their power. Woodrow Wilson, FDR, Biden, Trump, - just a handful of presidents who fit the bill. The number of medically incapable members of the legislature is probably uncountable.
They more or less made enforcing laws on anyone powerful illegal ~60-70 years ago.
We need reform. Desperately.
