Because there's no rules for Republicans. Only Democrats. And Republicans will be the first ones crying and citing laws the moment Democrats do anything Reps do to break the law

I mean Dianne Feinstein had no business being in the Senate for at least her final term. 

Hanging on too long and not passing the baton is a bipartisan issue.
