The plumbing would be a lot more difficult, the two fixtures use different size drains and venting becomes more difficult with toilets, and alternating the fixtures exacerbates those venting issues on top of the sizing issues. On top of all that drain pipes are pretty large and they want to cram all of that stuff in tight areas.

In short, it would be a nightmare to install this way, very difficult, expensive, and time consuming.

Can't believe I had to scroll down this far for the correct answer. What's in that image is WAY more expensive, because "difficult" means "more parts, more labor."

Plus, for what benefit? So guys make fewer jokes about possibly seeing each others' dicks? Sorry, but we're going to do that anyway.

This is not correct answer.

What is the point of urinals? To save space. Floor area is way more expensive than bit of plumbing. With layout proposed on image, urinal space takes as much as cabin. That is why it is so absurd.
