Wild guess would be is you can’t see at a glance if any urinals are open so you’d have to peek around every corner.

And if you have to walk through to see which one is empty... What's the problem with that? Worst thing you will see is the back of some guy peeing. Which is the same you see at every urinal.

My first thought would be that if this was a busy bar or something, it would either turn the middle into an uneccesarily busy thoroughfare, or cause inefficiency as people line up behind the guy who's assuming theyre all full when many may be free.
