Wild guess would be is you can’t see at a glance if any urinals are open so you’d have to peek around every corner.

No. With stalls you can just look at the doors and tell. And with urinals, you usually just look at the row of urinals instead of looking down a little alley for each one.

As a woman that uses public restrooms in the US, outside of portapotties, the stalls do not show if they are being used. You have to look at the feet under the stalls. Literally went to a public rest stop yesterday on the way home from a trip.

In my experience, much of the time you can tell it's occupied by seeing if the door is open or closed, rather than needing a distinct visual indicator. Most bathroom stall doors are hung such that they naturally hang partially open if they're not latched, to make quick identification easy.
