Depends. My office has three urinals, but the third one is lowered to a kid's height. Typically the first two urinals fill up first, because they are at an adult height, and the third one last.

I’d say it has more to do with the puritanical way most Americans view nudity. Nudity is far less accepted socially in the US than it is in many other places. I personally am a Queer American man, and avoid standing next to another person at a urinal if I can.

Nudity means without clothing. Pulling out your peen isn't nudity. Why do you have qualms about proximity to penises pissing?
