Wild guess would be is you can’t see at a glance if any urinals are open so you’d have to peek around every corner.

Easy fix, the stalls will have glass walls so you can see through them

Lights on the ceiling like parking lots. Green means available red means taken

Having to go to a hospital that has this system along with the airport, I can tell you these lights don't work and are always wrong.
