Wild guess would be is you can’t see at a glance if any urinals are open so you’d have to peek around every corner.

They're not uncommon in the UK, e.g. toilets at major London stations

I've seen them in a Bucees gas station restroom of all places! They're also in use at the airports in Houston (Bush & Hobby) that are newer / renovated.

It's real. I've seen it in China. Some of them also have air cleanliness monitors, which is a nice touch.
