Wild guess would be is you can’t see at a glance if any urinals are open so you’d have to peek around every corner.

Easy fix, the stalls will have glass walls so you can see through them

You don't even need urinals. The guys pooping can just sit with their legs spread and guys who only need to pee can aim for the space right in front of the bowl between their legs.

get rid of the toilets also and just have a big pit in the middle. With railing on the walls for support people can just point their behinds toward the hole and do their business. It's private because everyone is looking at the wall. Maybe the wall can have phone holders or paid advertisements.
