Wholly unnecessary. Rain is good for dogs. You give him fishoil capsules. His coat becomes naturally shiny and water repellent

Dogs need to sniff the scent to find a pooping peeing place. So he wants to wait till the rain is over. But if he needs to go he wont wait. If he is not going when it is raining, that means he is not urgent.
