New, what is it? Found this intricately wrapped bundle deliberately tied high up in a tree. Any idea what it could be?

EDIT: To clarify, I already opened it!
For a couple of weeks, I'd been noticing this strange object hanging from a tree in my apartment complex's gated courtyard. During our annual spring clean-up in mid-May, my neighbors and I got a ladder and brought it down.

It was an envelope inside a Ziploc bag, wrapped tightly in a LOT of string.
The paper was waterlogged and mostly disintegrated, but I could make out the year "2021" on what looked like an official letter or bill.

It hadn't just been tossed up there and gotten stuck. It was deliberately tied to a branch with a knot,
and was so high up that even a very tall person would have needed a proper ladder to put it there.

Has anyone come across anything like this before?
Is there some significance to wrapping and hanging something like this?
Am I missing a perfectly ordinary explanation?

So back like eight years ago I was on vacation in Brussels with my daughter and some random man came up and gave us this card that was covered in teeny tiny writing with all kinds of confusing statements. We kept it and puzzled over it and it was a mystery. And this year I got Reddit, and saw these posts, and now I’m like “OHHH! Schizophrenia!” Yeah. We couldn’t figure it out lol.

There was an instance where a world famous mathematician sent out these confusing and profoundly erratic packages to other noteworthy mathematicians around the world.

Finally, one of them called his house for an answer. His wife explained it didn't mean anything. The guy was just elderly and going through dementia.

In like 60 years we will find his notes and be like. Ohhhhh, so he knew how to stop gravity. And we ignored it. Who'd have thought. Lol

Something like that but handwritten. We were flummoxed. Bewildered. Perplexed.
