Vent Inconsiderate neighbor has given my dog a new trigger :(

There is a woman that lives in my neighborhood who drives around and lets her dog hang halfway out the window and bark the ENTIRE. TIME. You can hear them coming as soon as they turn onto the street. To make matters worse, she will actively slow down as she passes me and my dog, even as my dog is barking, lunging, attempting to pull me into the street. I don’t know if she thinks it’s a fun activity for her dog or what, but it has made walks so much more stressful for us. My dog, who never used to pay attention to cars, is now hyper vigilant to any and all passing vehicles, sometimes barking and lunging when a car looks similar to the one that the barking dog is usually in.
I’m frustrated and I’m sad for my dog that another stressor has been added to his long list. I’m trying to do positive conditioning when we can (see a car, mark it, reward when he checks in with me), but I don’t think it will ever be a reasonable expectation for him to not be stressed by a barking dog.
This is mostly just a vent, but if anyone has any advice I’m all ears! TIA!

I have encountered the exact same thing with two different people! Down to the slowing down so the dog has longer to bark at us. It’s baffling. One of them will even drive back and forth.

I had a dog launch itself out of the moving car at me when I was younger and I still get nervous about dogs and cars. I relate to you and your dog’s stress about this 🥲

That’s infuriating. She’s probably thinking it’s funny. Because she can make it stop at any time by just driving away. Look her up and talk to her about it! Most states you can look up a driver by license plate number. Or people in the neighborhood may know her. I’d totally say something.

For some reason she thinks it’s funny. A lot of low emotional intelligence people think panicked or stressed dogs are hilarious for some reason

I had that too. It was an elderly guy who drove his dog around every day. I couldn’t hear anything until they were right up on us and then the dog would bark startling us.
After about 100 times I yelled out a few swear words, it just came out lol. After that, he rolled up the windows when he passed me.

Some people are so ridiculous, who is this fun for?, not you and definitely not her own dog who will be stressed!

Maybe get her license plate and report her to your local authority or can you legally record people where you are? If you get your phone out, even to pretend you are recording thems it might embarrass them and make them stop

Her dog is reactive, too! Is her dog small? I think owners of small reactive dogs are less bothered because they can easily control their dogs compared to those of us whose dogs are stronger than they are.

Edit: We are. Our dogs are stronger than we are. Or at least I am, lol.

This is one of my biggest pet peeves in the whole world. Why would anyone ever think this is okay?
You should say something to her if you know where she lives.

This is totally something I would complain about on Nextdoor or a neighborhood fb group about

Did you intend for this to be helpful in some way?

Yes, I thought it could be. I had never considered what the post I read mentioned, that the presence made that difference. They had done a lot of work, thought they were improving and found they really weren't. I considered that good information as OPs method seems similar.
