Original Question How do I roleplay as an Imperial in Oblivion?
When I play Skyrim, I often roleplay as an Imperial who wants to go back to his homeland, which led to his near execution and his discovery that he is Dragonborn. After realizing the looming threat of Alduin, he believes that Skyrim must be united before facing Alduin so he slowly builds his reputation from Whiterun to Falkreath, Morthal, Markarth, and Solitude which he is recognized as Thane of Solitude and Dragonborn. In Oblivion, how do I roleplay which justify me exploring other cities before finally doing the main quest which the Oblivion gate opens? For example, in Skyrim, this is how I did.
Whiterun -> High Hrothgar -> Falkreath-> Markath -> Morthal -> Solitude. Then Dawnstar, Winterhold, and Windhelm as an Imperial spy trying to gather intelligence from the Stormcloaks. Once the civil war is done, go back to the main quest and deal with Alduin.

Maybe he was actually living/born in Skyrim or other imperial province before being sent to the imperial prison?

What if you start off as an evil asshole who does Thieves Guild and then Dark Brotherhood, but then has a "come to Akatosh" moment and ends up on straight and narrow.
Like the emperor saw you as someone who has potential to save the world, but you yourself did not, because you were a criminal, and who is willing to get into some messed up stuff with the dark brotherhood?
You held on for the amulet of kings, as a momento of someone trusting in good within you, but only after going through the deep end you can muster courage to do your duty for the empire.

I roleplay my Imperial being born in Morrowind from an mother Imperial priestess and father Imperial officer. He was born before the events of Morrowind 3 but sent to the imperial city prison just before Emperor Uriel’s escape which is the reason behind to the cell he was in was supposed to be empty.

Oblivion's main quest actually has a section near the end that sends you to all of the cities. Once you reach that stage you can justify questing in each town as preparation, I suppose. Of course, you will end up at many of them for the main quest long before then.
