Majorly infuriating that they do this. You could still manage in this photo, but I've seen plenty of cases irl where a truck is backed up so far over the sidewalk that there's no possible way a person in a wheelchair could get past.
In a lot of places it is. But it is never enforced. I'm always tempted to pull the thing out and chuck it through their window, but here I'm the rust belt most hitches are permanently rusted on and you couldn't get it out without a torch
