As an American, I think it would generally be fine for a 21 year old to date a 17 year old.

On the other hand, I would warn anyone against dating pdfs. I can see dating a doc, tiff, exe, or even a ppt, as long as their settings are compatible, but in my experience pdfs are inflexible and can be slow to load.
