OK but why make them permanently like 5? Or did that come with the accidental superpowers and he made them 5 to avoid the initial years of life that are more Maternally-dependent.

It was explained in one if the later episodes. When he was a kid the Powerpuff girls saved him when he was an obnoxious brat. He then spent his life trying to create them. Basically a childhood dream he wouldn't let go. It's one of those time loop things where they are linked together.

Its one of those time paradoxes. He created the Powerpuff girls. The Powerpuff girls inspired him to create them. There is no beginning or end to the cycle.

That's called a time eddy. Something starts it by traveling backwards in time (possibly just information), and it keeps repeating with different results until it stabilizes and becomes a self-sustaining loop.

It's fully possible that Utonium wasn't the original PPG creator, but that time eddy fuckery made him such, and the original timeline where the non-Utonium PPGs were created is no more.

In the Powerpuff Girls Movie (yes, that’s a thing), the Narrator (and the Professor later on) explains that Professor Utonium had wanted kids to teach them morals and in return they put them to use to fix Townsville. It’s really a shame the movie’s hard to find anywhere because otherwise people wouldn’t be asking this.

TLDR; He did it to raise kids that would make Townsville a better place.
