You can't (Unless if you've dualbooted with windows and have pizza tower installed in windows)

Once you kill him he's dead forever.
...until you change it in the files.

Basically If you kill the green cheeseslime on floor four a gravestone appears where he was indicating that you can’t bring him back. Although it depends on what your playing on, if your on pc you can look up a guide to modify the games code to being snotty back, if your on switch and you want to bring him back… restart the save file

You get an a badge of Snotty's Approval on your save file if you spare him
He will not show up now

That is snotty he's a special green cheeseslime and if you beat the game without accidentally killing him (or purposely if you just really fucking hate the color green for some reason) you get a special badge on the save file called snotty approved
This doesn't unlock anything it's purely just there to make your save file look cooler but if you really him want back there's some confusing ass code Shenanigans you can do to basically revive him via coding necromancy

when you kill him, he's gone forever, if you kept him alive, you could've had the snotty approved badge on your save file

You can easily bring him back if you want the Snotty Approved badge, I don't how but I did it
