The much more logical layout is with all the toilets together and all the urinals together, walls between each station, but doors only for the toilets. Exact same number of walls and doors, so equal cost for that. Same amount of privacy. Simpler plumbing and layout.

No good reason to go "every other" like that.

Plus, I like that the peeing area is a bit away from the shitting area. If I'm just in there to pee I don't want to be trapped right in the stank cloud from the hungover dude shitting his brains out in the stall.
