Question ❓ What does this noise mean?

My little guy is less than a year old, he was playing with his toy then started making this sound. Is he sad? Lonely? I’ve only had him about a month.

My girl Peaches does this when she sees people walking their dogs, or geese and crows flying. Sometimes they just find something interesting.
