There’s a setting in the Creator Studio under Community settings, I think they call it "Hide animated comments" or something like that. Took me a while to find it the first time but it’s somewhere near the bottom of that page.

Not sure where you’re seeing that, I’ve clicked through all the relevant menus and I’m not seeing anything related to this.

I can only speak for myself; I think it's a distraction. I guess if you have a channel geared more towards kids, it's ok, but if you have a channel that older, or much older, it's annoying to see and turn off to the target audience.
