I have problem with Unsteam dll online fix

I got repo online fix

On the unsteam.ini when I change offline_mode to true it works but when I make it offline_mode false it gives this error:

Unable to find Steam process, make sure Steam is running.

Is there any fix?

I searched everywhere on the internet and tried anything
