Wasn't this a Disney channel movie? What took so long?

It was definitely a Disney Channel movie, so I’m not sure why it was never added. So many people were asking about it. I remember looking for it when Disney+ came out, and it was never there.

I figured a lot of it would be licensing of music or something cause of the time. But I can't imagine Disney would spend a lot on music for a Disney channel movie
