I wanted to share this in case it helps someone else dealing with the same frustrating issue.
My Microsoft Surface Pro 7+ (Intel Core i3-1115G4, 8GB RAM) had been extremely slow for weeks. Even opening basic applications or browsing the internet was painfully slow.
When I checked Task Manager, I noticed:
- CPU speed stuck at 0.20 GHz
- CPU usage around 89–94%
- Memory usage around 74%
- No noticeable overheating
I tried multiple things, including restarting Windows, checking power and battery settings, and looking into Windows updates and drivers. Nothing seemed to help.
I even suspected a virus or hardware failure.
WHAT FINALLY WORKED:
Saved my work and disconnected the charger.
Pressed and held the physical power button on the Surface for approximately 20 seconds.
Allowed the device to restart.
Opened Task Manager to check CPU performance.
THE RESULTS:
Before:
- CPU speed: 0.20 GHz
- CPU usage: 89%
- Computer extremely slow
After:
- CPU speed: 4.05 GHz
- CPU usage: 15%
- Memory usage dropped to 55%
The processor was finally operating at normal speeds again!
Apparently, a hardware-level restart can sometimes clear a stuck power-management or throttling condition. I can't confirm the exact underlying cause, or whether the issue might return.
I spent weeks trying to figure this out, so hopefully this saves someone else the same frustration.
If your Surface Pro 7 or 7+ is stuck at 0.19–0.20 GHz, try the 20-second power-button reset before considering more complicated fixes.
Hope this helps someone!
