He meant that he expected Ukraine to capitulate on day 1 to all of Russia's demands and that would "end the war".

You know what’s actually insane? That he still has any mic in front of his face at all. Reporters continue to treat him with normal questions intended to setup answers that catch him being stupid. He’s been caught being stupid on mic every minute of his presidency, and yet that’s all reporters can push for. Just ignore him at this point and watch him squirm from the inattention.
