We have a JCPenney near us and I don’t understand how they stay in business. Hardly ever anyone there

This was like 15ish years ago, so it hasn't exactly gotten better...

Same with Boscov's. There's a mall near me where it's the ONLY remaining store open--the rest of the mall closed down because of a fire, but Boscov's could stay because they had their own street entrance. The parking lot is always nearly empty. I really don't get it.
